Utility management platform for customer, contract, meter reading, billing and payment operations.

Challenge

Utility service providers often manage customer data, contracts, meter readings, invoices and payments across disconnected tools and manual workflows

Solution

A centralized web platform that brings the complete utility management workflow into one system, from customer and contract administration to meter readings, invoicing, collections and reporting.

Technologies and tools

Web application, relational database, API integrations, e-Factura integration

Client

The client that spurred us to develop this popular application is an utility service provider from Romania, responsible for managing multiple public services, customer contracts, consumption data, billing and payment collection across different locations.

Day-to-day operations required staff to work with large volumes of customer information, meter readings, invoices and financial records. The organization needed a modern platform capable of consolidating these processes into a single operational environment while providing clear visibility over activity and outstanding balances.

Challenge: outdated clients management platform

Managing utility services involves multiple interconnected processes: customer records, contracts, meter readings, consumption calculations, invoice generation, payments and reporting, and in our case, connectivity to national invoice recording systems (e-Factura).

When these activities are handled through separate applications, spreadsheets or manual procedures, several operational challenges arise:

  • Customer and contract information becomes difficult to track consistently
  • Meter readings require additional manual processing before billing
  • Invoice preparation takes longer and is more prone to errors
  • Outstanding balances are harder to monitor across customers and services
  • Management has limited real-time visibility into operational and financial performance
  • Staff must repeatedly switch between systems to complete a single billing cycle

The client needed a unified solution that would connect the entire utility management workflow and reduce the amount of repetitive administrative work.

Solution: an integrated utility management platform

We developed SoopraUtil, a centralized web application designed to manage the complete lifecycle of utility services.

The platform brings together customer management, service contracts, meter readings, invoicing, collections and reporting into a single interface.

The solution includes:

  • A centralized customer database with contracts, services, balances and invoices
  • Management of multiple utility services such as water, sewerage and waste collection
  • Fast meter-reading registration linked directly to customers and contracts
  • Automated consumption calculation based on previous and current meter indexes
  • Invoice generation directly from consumption data
  • Support for additional billing items and adjustments
  • Payment registration and outstanding balance tracking
  • Operational dashboards with key billing and collection indicators
  • Reports for monitoring customers, contracts, invoices and revenue
  • User roles and permission management
  • Electronic invoicing support for streamlined financial workflows

This structure allows staff to move naturally from meter reading to invoice generation and payment tracking without re-entering the same information in multiple systems.

The dashboard provides an immediate overview of active customers and contracts, issued and paid invoices, outstanding invoices, total billed amounts and collected revenue.

For field and operational teams, meter readings can be recorded directly against each customer contract. The new index is immediately available for the billing process, reducing intermediate calculations and manual data transfers.

During invoice generation, SoopraUtil automatically uses the previous and current meter readings to calculate consumption and prepare the corresponding billing line. Additional services, exemptions or adjustments can be added before the invoice is issued.

By connecting customer information, contracts, consumption data and financial operations in one application, the platform creates a consistent data flow throughout the entire billing cycle.
